Four decades ago, our nation was faced with several environmental concerns like air pollution, water pollution, and deforestation. Environmental engineers, especially within the EPA, were responsible for responding to drivers, leading initiatives, and creating the rules that led the way towards improving the environment. In short, environmental engineers of the past were trusted to make proactive policy decisions based on environmental trends and forecasts.

Today, however, the expertise of environmental engineers is all too often ignored when making important policy decisions. Instead, policy is decided by people more concerned with regulating current practices than establishing a forward-thinking agenda. "Sustainability," "climate change," and "green" are becoming everyday buzz words, but obstacles to making needed change seem to be institutional, not technical.

We invite you to attend a panel discussion that will explore the reasons for this paradigm shift and assess the ways in which environmental engineers can once again become effective leaders and policy makers.  Our panelists have over 120 years combined engineering experience in the state of North Carolina and are all leaders in the environmental field, both in North Carolina and nationally. They bring qualified and diverse perspectives to the discussion of the role of environmental engineers in the past, present and future.

Panelist Bios:

David H. Moreau, Ph.D.
Research Professor, UNC
Curriculum Chair: Environment & Ecology

Dr. Moreau is current chair of the NC Environmental Management Commission (EMC) and past-director of the Water Resources Research Institute (WRRI). He has research interests in analysis, planning, financing, and evaluation of water and related environmental projects. He has chaired the board of a local water and sewer authority, worked for the U.S. Environmental Protection Agency, chaired several state-level environmental committees and commissions, and served on national advisory committees.

Randolph M. Kabrick, P.E., BCEE Senior Vice President & Chief Engineer
AECOM Environment

Mr. Kabrick is with AECOM Environment, a global environmental consulting and engineering firm. He has been a practicing engineer for the past 30 years focused on industrial water, wastewater, and hazardous and non-hazardous solid waste, primarily in the energy sector. He holds degrees from UNC Charlotte and Virginia Tech. He currently serves on the Joint Environmental Committee of the American Council of Engineering Companies of North Carolina and Professional Engineers of North Carolina and is the Chair of the Professional Engineers in Private Practice group for Professional Engineers of North Carolina. He is the current Chair of the Board of Directors for the Orange Water and Sewer Authority. Mr. Kabrick is a Board Certified Environmental Engineer.

Charles A. Willis, P.E., BCEE
President, Willis Engineers

Mr. Willis has been a practicing engineer in North Carolina for a period spanning five decades, and has worked with many utilities and regulators over this time. He is past president of both the Academy of Environmental Engineers (AAEE) and the Council of Science and Engineering Boards (CESB).
