HB 1478 enacted in 2009 provides that the seal of a licensed design professional be treated as confidential information under the public records statutes. Therefore, under the new law, a municipality or county that receives a request for a document that contains the seal of a licensed design professional is only allowed to release a copy of the document without the seal. The legislation, aimed at protecting the licensed professional seal in electronic format, is in anticipation of a new electronic document submittal process that is being devised by Mecklenburg County and was initiated in the legislature at their request.

The webinar presentation will provide the background and rationale of why this legislation was necessary, what it means for the licensed professional engineer, and discuss the implementation phase of electronic submittals.

Jim Bartl is the Director of Code Enforcement for Mecklenburg County.  He is responsible for all construction plan review, permitting and inspections services, throughout the City of Charlotte, Mecklenburg County and the six towns of Davidson, Cornelius, Huntersville, Matthews, Mint Hill and Pineville.
